① Regulations on Blockchain Information Service Management
According to relevant laws of my country, blockchain information service providers shall provide services within ten working days from the date of provision of services. Complete the registration procedures through the Blockchain Information Service Registration Management Department of the State Internet Information Office.
Blockchain filing means that according to the "Blockchain Information Service Management Regulations", information services provided to the public through Internet websites, applications, etc. based on blockchain technology or systems need to be registered and filed. The "Blockchain Information Service Management Regulations" were reviewed and approved by the Office of the State Internet Information Office and will come into effect on February 15, 2019.
Whether it is a public chain, a consortium chain, or a private chain, it is theoretically within the scope of registration; "information services" refer to blockchain media, market information, community and other services that are not based on blockchain technology or system operation. , does not fall within the scope of filing. Blockchain registration is only a registration of the subject’s blockchain information services and does not represent recognition of its institutions, products and services. No institution or individual may use it for any commercial purpose.
As long as they are based on blockchain technology or systems and provide information services to the public through Internet websites, applications, etc., including BaaS platforms, metaverses, digital collections, and NFT services, they also belong to the blockchain. Blockchain information service registration is required.
Blockchain registration process:
1. Enter the official website of the registration system, register an account, fill in the basic information, and after the registration is completed, you can log in to the registration system with your mobile phone number.
2. After logging into the filing system, the applicant should gradually fill in the application subject information, person in charge information and service information according to the system guidance, upload the materials and pictures required by the filing system, and then submit.
3. Wait for the review by the Cyberspace Administration of China and receive a reply within twenty working days.
4. After passing the office review, obtain the registration number. Blockchain information service providers that have completed archiving should display their archiving number in conspicuous locations on their Internet websites, applications, etc.
Legal basis:

② Blockchain: Returning the ownership of data to individuals
This article explains through examples how blockchain technology can return the ownership of personal information to individuals.
First, let’s look at Taobao’s data ownership. Taobao's data includes personal browsing product traces, personal purchase product details, merchant sales data, product logistics data, payment and collection data, etc. All personal and merchant data are on Taobao's servers. Who does this data belong to? Taobao users (including customers and merchants) believe that data is generated by users and should belong to them. Taobao believes that the server hardware facilities that record user data belong to Taobao, and the data also belongs to Taobao.
This is like planting a tree in someone else’s yard. It’s true that you planted this tree, but this tree was planted on someone else’s land. This tree The survival of the tree cannot be separated from your sowing, nor can it be separated from other people's land. So whose tree does it belong to?
Fortunately, due to the introduction of laws related to the protection of personal information, Taobao's data ownership belongs to users. Unfortunately, there is no way for users to exercise ownership rights. Because you cannot transfer or delete your data from Taobao's servers unless you pay the corresponding cost. Continuing with the above example of planting a tree in someone else's yard, if you want to realize the ownership of the tree and dig it away, that won't work because, first, others won't let you enter the yard; second, you don't have the land yourself, so dig it away. This tree, the tree is dead.
Therefore, having ownership of data does not necessarily mean free disposal of data. Ownership without the right to dispose is in vain. The root cause of this problem lies in the centralized business model and system architecture. In a centralized model, the owner of data ownership has no way to realize the right to dispose of data. Taobao can admit that data ownership belongs to users, but it does not matter. This does not prevent Taobao from using user data to conduct unreasonable operations such as user discrimination, platform selection, traffic monopoly, and bidding ranking. Going back to the above example of planting a tree in someone else's yard, the tree is yours, but others enjoy the shade under the tree and the fruits it produces are enjoyed by others.
Based on the above analysis, only a decentralized model can effectively solve the problem of separation of data ownership and disposal rights, and currently the best decentralized technology is the blockchain.
Blockchain solutions:
Build an e-commerce platform based on blockchain technology. We name this platform "E-commerce Alliance Chain", hereinafter referred to as " Alliance Chain".
Each merchant is connected to the alliance chain as a node, and each customer is connected to the alliance chain as a node. The product information sold by merchants is published on the alliance chain as shared data, and all connected customer nodesAll can see and browse this information. When a customer decides to purchase a product, the purchase information including product, model, address, etc. is passed to the merchant through the alliance chain. In this process, each merchant records the transaction information of the customers who transact with it. For transaction information that has nothing to do with itself (other merchants and customers), only the characteristic value (hash value) of the information is recorded; Each customer also records his own transaction information, and only records characteristic values for information that has nothing to do with him.
The purpose of a node recording transaction characteristic values that have nothing to do with itself is to prevent the transaction information on the alliance chain from being tampered with. When one or both parties to a transaction tamper with the transaction information, the characteristic value of the transaction will change. Then, as long as it is compared with the characteristic value recorded by nodes unrelated to the transaction, the tampering will be discovered by the alliance chain.
On the e-commerce alliance chain, there is no centralized node. All nodes are equal. Each node only records its own relevant transaction data. There is no way to save transactions of non-related nodes. data. Using the example of tree planting, each family plants trees in their own yards and cannot let others plant trees in their own yards. Nodes can decide how they want to process their own data. They only need to reach a data processing consensus with the node on the other side of the transaction.
In this way, the e-commerce alliance chain based on blockchain technology truly realizes the unification of data ownership and disposal rights, which is real ownership.
At this point, some people may say that useful services such as customized recommendations and product rankings for some product information are still needed. If the data is scattered in the hands of the owners, then this cannot be achieved. A useful data feature. It doesn't matter, you just need a third-party organization specialized in data analysis to connect to the alliance chain. Merchant nodes and customer nodes are responsible for authorizing the use rights of their own data to third-party data analysis nodes, and agreeing on the specifications for data use through the smart contract technology of the blockchain. The data analysis institutions analyze transactions within the scope of authorization of the use rights. data and provide data services required by other nodes.
In the digital age, data is an important means of production, so it is critical to clearly define the ownership of data. The centralized model will deprive the majority of data producers of their means of production and turn them into essentially proletarians. This is unreasonable. Through blockchain technology, data ownership can be returned to data producers, making production relations in the digital era more reasonable. This is the way forward.
③ Application of blockchain in the financial field
1. Application and development of blockchain
Some Internet, Internet start-ups and traditional financial industries Start trying applications in some projects
2. Domestic financial institutions are testing the waters of blockchain
Various financial institutions are testing the waters one after another, and they are basically in the conceptual experimental stage and have not yet been commercialized on a large scale.
3. Panoramic view of blockchain application in the financial field
4. Ghostwriting
5. Digital bills
Bills are an important financial product in the financial market. They have dual functions of payment and financing. They are of high value and bear bank credit or commercial credit. Once a bill is issued, its face amount, date and other important information cannot be changed. Bills also have circulation attributes and can be accepted, endorsed, discounted, rediscounted, collected and other transactions within a specific life cycle. Once the transaction is completed, the transaction cannot be revoked. There are two characteristics in the circulation of bills: First, the circulation of bills mainly occurs through bank acceptance bills, and the number and circulation of commercial acceptance bills are small; second, each bank independently conducts credit granting and risk control on the bill business, and a single bank's Risk control results may affect other participants in the bill market transaction chain.
The experimental production system of the digital bill trading platform uses SDC (Smart Draft Chain) blockchain technology to protect privacy through cryptographic algorithms such as homomorphic encryption and zero-knowledge proof. The Byzantine Fault Tolerance Protocol (PBFT) performs consensus and uses a see-through mechanism to provide data monitoring.
The experimental production system includes four subsystems: stock exchange, bank, enterprise and monitoring: the stock exchange subsystem is responsible for managing the blockchain and monitoring the digital bill business; the bank subsystem has Digital bills have business functions such as acceptance and receipt, discount signing, rediscounting, and collection and repayment; the enterprise subsystem has business functions such as issuance, acceptance, endorsement, discounting, and prompt payment of digital bills; the monitoring subsystem monitors the status of the blockchain in real time and business happenings

⑥ What is blockchain
[Definition]
Blockchain refers to collective maintenance through decentralization and trustlessness. A technical solution for a reliable database. This technical solution allows any number of nodes participating in the system to calculate and record all information exchange data in the system for a period of time into a data block (block) through cryptographic algorithms, and generate a fingerprint of the data block. It is used to chain the next data block and verify it. All participating nodes in the system jointly determine whether the record is true.
Blockchain is a general term for technical solutions similar to NoSQL (non-relational database). It is not a specific technology. Blockchain technology can be implemented through many programming languages and architectures. . There are also many ways to implement blockchain. Common ones currently include POW (Proof of Work), POS (Proof of Stake), DPOS (Delegate Proof of Stake), etc.
The concept of blockchain was first proposed in the paper "Bitcoin: A Peer-to-Peer Electronic Cash System" by the author who calls himself Satoshi Nakamoto (Satoshi Nakamoto) individual (or group). Therefore, Bitcoin can be regarded as the first application of blockchain in the field of financial payments.
[Popular explanation]
No matter how big the system or how small the website, there is usually a database behind it. So who will maintain this database? Under normal circumstances, whoever is responsible for operating the network or system will maintain it. If it is a WeChat database, it must be maintained by Tencent's team, and Taobao's database must be maintained by Alibaba's team. Everyone must think that this approach is natural, but this is not the case with blockchain technology.
If we imagine the database as a ledger: Alipay, for example, is a typical ledger, and any change in data is an accounting type. We can think of database maintenance as a very simple accounting method. The same is true in the world of blockchain. Everyone in the blockchain system has the opportunity to participate in accounting. The system will select within a period of time, maybe within ten seconds, or maybe ten minutes, to select the person with the fastest and best accounting during this period. This person will do the accounting, and he will combine the changes in the database during this period with Changes in the ledger are recorded in a block. We can imagine this block as a page of paper. After confirming that the record is correct, the system will link (chain) the data fingerprint of the past ledger to this paper, and then This piece of paper is sent to everyone else in the entire system. Then the cycle starts over and the system looks for the next person who can do the accounting quickly and well, and everyone else in the system gets a copy of the entire ledger. This means that everyone in this system has exactly the same ledger. This technology is called blockchain technology, also known as distributed ledger technology.
Since everyone (computer) has exactly the same accountThis, and everyone (computer) has completely equal rights, so the entire system will not collapse due to a single person (computer) losing contact or going down. Since there are exactly the same ledgers, it means that all data is open and transparent, and everyone can see the digital changes in each account. Its very interesting feature is that the data in it cannot be tampered with. Because the system will automatically compare, it will consider the account books with the largest number of the same number as the real account books, and the small number of account books with different numbers as others are false account books. In this case, it makes no sense for anyone to tamper with their own ledger, because unless you can tamper with most of the nodes in the entire system. If the entire system has only five or ten nodes, it may be easy to do, but if there are tens of thousands or even hundreds of thousands of nodes, and they are distributed in any corner of the Internet, unless someone can control most of the computers in the world , otherwise it would be unlikely to tamper with such a large blockchain.
[Elements]
Combined with the definition of blockchain, we believe that it must have the following four elements to be called a public blockchain technology. If it only has the first three points elements, which we will consider as private blockchain technology (private chain).
1. Point-to-point peer-to-peer network (peer-to-peer power, physical point-to-point connection)
2. Verifiable data structure (verifiable PKC system, non-tamperable database)
3. Distributed consensus mechanism (solve the Byzantine generals problem and double payment)
4. Nash equilibrium game design (cooperation is an evolutionarily stable strategy)
/>
[Characteristics]
Combined with the definition of blockchain, blockchain will realize four main characteristics: decentralized, trustless, Collectively maintained (Collectively maintained), reliable database (Reliable Database). And the four characteristics will lead to two other characteristics: open source (Open Source) and privacy protection (Anonymity). If a system does not possess these characteristics, it will not be considered an application based on blockchain technology.
Decentralized: The entire network has no centralized hardware or management organization. The rights and obligations between any nodes are equal, and the damage or loss of any node will not affect it. operation of the entire system. Therefore, the blockchain system can also be considered to have excellent robustness.
Trustless: Participate in the entire systemData exchange between each node does not require mutual trust. The operating rules of the entire system are open and transparent, and all data content is also public. Therefore, within the rule range and time range specified by the system, nodes cannot also Cannot deceive other nodes.
Collectively maintain: The data blocks in the system are jointly maintained by all nodes with maintenance functions in the entire system, and these nodes with maintenance functions can be participated by anyone.
Reliable Database: The entire system will be divided into databases so that each participating node can obtain a copy of the complete database. Unless more than 51% of the nodes in the entire system can be controlled at the same time, modifications to the database on a single node are invalid and cannot affect the data content on other nodes. Therefore, the more nodes and stronger computing power participating in the system, the higher the data security in the system.
Open Source: Since the operating rules of the entire system must be open and transparent, for the program, the entire system must be open source.
Privacy protection (Anonymity): Since nodes do not need to trust each other, there is no need to disclose their identities between nodes. The privacy of each participating node in the system is protected. protected.
⑦ Does the country support blockchain?
As a new technology, countries around the world have corresponding policies to support its development, with a wide range of radiation - from this year's perspective More than half of the provinces and cities across the country have included blockchain in the 2020 government work report. In addition to first-tier cities such as Beijing, Shanghai, Guangzhou and Shenzhen, central and western cities such as Gansu, Ningxia, and Xinjiang have also joined the blockchain technology research and application camp. Developed cities in the east continue to play a leading role in technological research and application innovation; cities in the central and western regions adapt to local conditions and combine new technologies to accelerate digital economic transformation. Strong support - this year the Central Bank, the Ministry of Transport, the State Administration of Foreign Exchange, the State Administration of Radio, Film and Television, the Ministry of Justice, the Ministry of Agriculture and Rural Affairs, etc., have respectively proposed the use of blockchain technology to accelerate the development of applications in various fields. Many other provinces and cities have also continued to introduce new policies, most of which are special support policies for blockchain. It is expected to build more industrial parks and open up more government application scenarios. The direction is clearer - there are clearer details under the general direction of blockchain assisting the transformation and upgrading of traditional industries and empowering the digital economy. Application scenarios such as transportation, agriculture, intellectual property, and certificate storage have become the first batch of experimental directions. In terms of government affairs, it is an important breakthrough and has been implemented. Beijing City’s “innocent approval”, Jiangxi Province explores “blockchain + undocumented handling”, Fujian Province implements the “on-chain government affairs” project, and Gansu Province accelerates the construction of “Digital Gansu”. ”, Shandong and Hainan are all committed to e-government and other fields. It is foreseeable that in the future, blockchain e-governmentThe business scene is worth looking forward to. Legal basis: Article 3 of the "Blockchain Information Service Management Regulations" The National Internet Information Office is responsible for the supervision, management and law enforcement of nationwide blockchain information services in accordance with its duties. The Internet Information Offices of provinces, autonomous regions, and municipalities directly under the Central Government are responsible for the supervision, management and law enforcement of blockchain information services within their respective administrative regions according to their responsibilities. Article 4 encourages blockchain industry organizations to strengthen industry self-discipline, establish and improve industry self-discipline systems and industry standards, guide blockchain information service providers to establish and improve service specifications, promote the construction of industry credit evaluation systems, and supervise blockchain information service providers Provide services in accordance with the law, accept social supervision, improve the professional quality of blockchain information service practitioners, and promote the healthy and orderly development of the industry. Article 5 Blockchain information service providers shall implement information content security management responsibilities and establish and improve management systems for user registration, information review, emergency response, and security protection. Article 6 Blockchain information service providers shall have technical conditions suitable for their services. For information content prohibited by laws and administrative regulations, they shall have immediate and emergency response capabilities and technical solutions for the release, recording, storage, and dissemination of information content prohibited by laws and administrative regulations. It should comply with relevant national standards and specifications. Article 7 Blockchain information service providers should formulate and disclose management rules and platform conventions, sign service agreements with blockchain information service users, clarify the rights and obligations of both parties, and require them to promise to abide by legal regulations and platform conventions.
